In Ohio, "public utilities, such as the electric company, cannot refuse or cut off service because you have filed for bankruptcy. However, the utility can require a deposit for future service and you do have to pay bills which arise after bankruptcy is filed". (Taken from http://www.ohiobankruptcy.com/faq.html)
Call your lawyer or, if you don't have one, your Trustee.
Also, I'll bet that the person at the Utilities Commission that you spoke to is full of it, perhaps you should call back and ask for someone who knows what they're talking about.
